Hochul Runs on Data Center Moratorium in New Ad

New York Gov. Kathy Hochul is highlighting the state’s data center moratorium in a new statewide campaign ad.

The ad comes as Hochul enters the final stretch of her reelection campaign. It focuses on utility costs, artificial intelligence and the debate over data center development in New York.

According to a City & State New York report, the ad will run through Election Day on cable, broadcast, digital and streaming platforms. It is part of a multimillion-dollar advertising campaign.

Data Centers Enter the Governor’s Race

Hochul’s ad promotes her one-year moratorium on permits for large data centers.

The ad presents the policy as a way to address potential effects on New Yorkers’ utility bills. Hochul established the moratorium in July through an executive order while state officials develop a regulatory framework for large data center projects.

The advertisement also contrasts Hochul’s position with that of Republican gubernatorial candidate Bruce Blakeman.

Blakeman has criticized the moratorium and supports allowing communities to pursue data center development. He has argued that a statewide moratorium is too broad and that data centers should instead be considered through individual applications.

The issue connects two growing policy debates in New York: artificial intelligence and the infrastructure needed to support it.

Hochul has also promoted the state’s Responsible AI Safety and Education, or RAISE, Act. The law is scheduled to take effect in January 2027.

How Policy Becomes Campaign Messaging

The ad shows how a technical policy issue can become part of a broader campaign message.

Data centers raise questions about energy demand, infrastructure, environmental impacts and local development. AI regulation adds another layer to the debate around technology and government oversight.

For candidates, the campaign lesson is how to explain complex policies in terms voters can easily understand.

A regulatory decision can become a campaign issue when it is connected to everyday concerns such as household costs, infrastructure and technology.

NYC candidates can use a similar approach when explaining local policies. This can be especially relevant when a technical issue affects neighborhoods, public services or everyday expenses.

AI Policy Adds Another Layer

Hochul’s data center message comes as her administration continues to develop its broader approach to artificial intelligence.

On September 21, the governor announced implementation plans for the RAISE Act and introduced leadership for the state’s new AI oversight office. The law includes requirements related to AI safety, transparency and reporting.

The issue can also reach NYC campaigns.

State-level decisions on technology, infrastructure and regulation can become part of local political discussions, even when those decisions are made outside City Hall.

As the gubernatorial campaign continues, the data center moratorium gives Hochul another policy issue to include in her campaign communications.

For candidates preparing to run for office, the issue provides an example of how a specific government action can be explained through broader concerns such as costs, regulation and public policy.
